Assets of community value (Community Right to Bid)

Assets of community value aims to keep valued land and buildings in community use by giving local people the chance to bid to buy them, if and when they come onto the market.

You can nominate a public land, private land, and buildings to be added to the Assets of Community Value register online. If something in this register comes up for sale communities have 6 months to prepare a bid and compete to buy it.

Your nomination should include:

  • a description of the nominated land including its proposed boundaries (this can include a plan)
  • a statement of all the information you have including the names of current occupants of the land and the names and current or last known addresses of all those holding a freehold or leasehold estate in the land
  • your reasons for thinking we should conclude that the land or building is of community value
  • evidence that the nominator is eligible to make a community nomination.

What is an Asset of Community Value?

Assets of Community Value are those places which further the wellbeing or social interests such as cultural, recreational and sporting interests, of a community. The register may include:

  • village shops
  • village halls
  • public houses
  • former schools
  • swimming pools
  • public open spaces.

These might currently be in public ownership, but they could also be owned by a private company or an individual. Some land and buildings including homes, hotels, Church of England land, and assets being transferred between businesses cannot be included on the register.

Who can nominate an Asset of Community Value?

  • Parish councils
  • neighbourhood forums (as defined in Neighbourhood Planning regulations)
  • unincorporated community groups of at least 21 members, and
  • not-for-private-profit organisations (such as charities).

Community organisations must also have a local connection, which means their activities are wholly or partly concerned with the area, or with a neighbouring area.

Nominate an Asset of Community Value

To start your nomination you will need complete the nomination form, in full and obtain any supporting information/documents which are required to be submitted with the form. Details of the information required by the Council is set out on this page and also in the nomination form which is available in the related documents on this page.

The completed nomination form should be returned either:

We will acknowledge all nominations, and must decide whether the nominated land or property should be included on its list of Assets of Community Value within 8 weeks of receiving the completed nomination form together with all the supporting information/documentation which is required to accompany the form.

How does bidding work?

Once land or a building are on the register the owner must let us know if they intend to sell it. Community groups then have 6 weeks to decide if they want to bid to buy it. If they do they have 6 months to produce their bid.

If no community groups want to bid then the owner is free to sell at the end of the first 6 week period.

Owners of places on the register do not have to let us know where it is being transferred between partners, such as in the case of a divorce.
